Layout

Well then. I love anime, really I do, but it's illegal to use anime screencaps/manga scans without permission from the origonal artist. As well, you can be much more origonal with your own/stock photography and vectors. Heck, scan fan art! Moving on, you've got a left-aligned layout. It's fine and dandy with some browser sizes, but others will just have a bunch of plain space. Places like html.net and tutorialtasic.co.uk are great places that you can learn centering and other fun tricks with CSS and HTML. I learned a lot from those sites, and I highly reccommend them :). Lastly, on the layout, instead of Reverie I see Rereie. Typos are understandable, sure, but on the layout it's probably best to have everything as close to perfect as possible.

Sidebar: I think that most of the headers here can be turned into links to seprate pages with lists of links. Wallpapers are graphics, so they could be compressed. One of your headings is 'Navigation', and it's not the only sub-nav there. I'd try something like this: under the 'Navigation' heading have a link to the main page, a link to a page about yourself, a link to the list of graphics/visitor content that you have, and a link to a page for site credits/history/ect.. Since there won't be much else there, you're probably allright with links to sites that are giving you reviews (thanks for linking back!!) and affiliates. Possibly a rotation or two, but no more then two. They clutter things up really fast. The 'Recent ____________' can be gotten rid of, these things are best saved for the updates and updates only.

Terms of Usage: Nice and organized me thinks. However, there is a lot here about stealing. There's a lot of stolen images on your site, so I'd reccomend putting up some more legal stuff before asking people not to steal. As for the silhoulette art, well, if people want to use it for, say, layouts-why not? If they're gonna link back to you then it's more traffic for you. I say encourage people to use the silhoulettes and even put up a tutorial or two about how to make your site extra spiffy with them instead of saying that you don't need to use them anyway.

Site: Fourth line of the third paragraph, wants=want. Beyond that, what I get out of this is that even though there are a bunch of sites like yours and that you at least consider the possibility of focusing on quantity rather than quality. This is what I mean about origonality! Get some one of a kind photos for wallpapers and tell people how unique, speacial, and top shelf your stuff is! This isn't going to make people want to keep coming back. I see that you've said the anime/manga artists, but still it's not enough to make using their stuff okay.

Reviews: Perfect expample of how a reviews page should look. However, on the Falling Snow Reviews Review (that's fun to say), snow=Snow. I scimmed through them and I'm seeing a lot of what I've said so far in these reviews. Hmmm.

Past Layouts: Bunnies instead of stars is WIN! I see improvement from the past two layouts here. Yay!

Wallpapers:
All Categories: No doubt that you are good with Photoshop. But again, copyright violtion in the extreme. And not all of your visitors will have a 1034x786 screen size, so variety in sizes is the way to go.

Graphics:
Pngs: Small note, but since PNG is an acronym it's best to keep it in all caps. Numbers 14 and 13 are broken links. That needs to be fixed.
Silhoulette Art: I think that setting this up like you did the wallpaper and PNG sections would be best. And these aren't that useless! Find a way to use them!

Summary&Rating

You are good with graphics, I won't lie. But put that talent to work in places that are your own and interesting! You did use thumbnails and multiple pages for wallpapers, ect. which is good for dialup users. Even so, I think that your site could still do with a lot of work. Hope to see your skills put to good use in the future though! As of now, I think that you should put a lot more thought into what you put up. Also, a variety of content wouldn't be a bad idea. What about a tutorial section for people who want to make their own PNGs or wallpapers?
